Title 24 Part 6, Why It Matters

California's Title 24, Part 6 Building Energy Efficiency Standards are updated every few years and are among the most stringent residential energy codes in the country. The current standards went into effect January 1, 2023.

The state requires that every permitted residential project meet these standards, and the compliance must be verified through a CF1R report generated by CEC-approved software and registered in the statewide CHEERS database. Without a valid CF1R, your building department cannot issue a permit.

Does every new home in California need a Title 24 report?+
Yes. Any new single-family home in California requires a Title 24 Part 6 energy compliance report, specifically a CF1R (Certificate of Compliance Residential), before the building department will issue a construction permit. This applies statewide in all 16 climate zones.
Do I need a Title 24 report for a room addition?+
Yes. Room additions and other projects that add new conditioned square footage to a single-family home require a Title 24 energy compliance report. The calculations focus on the new addition area, though certain jurisdictions may require a whole-building analysis depending on the scope.
What plans do I need to submit?+
You'll need architectural plans showing the floor plan with room dimensions, elevations, wall section details (to determine assembly R-values), window schedule with U-factor and SHGC values, and information on the intended HVAC system and water heater type. Preliminary plans are accepted, we can update the report when final specifications are locked in.
What's the difference between a CF1R and a HERS rating?+
A CF1R is the energy compliance document required for permit, it proves your home's design meets Title 24. A HERS (Home Energy Rating System) rating is a verified performance score done after construction. Some Title 24 compliance paths require HERS verification. We prepare the CF1R; your HERS rater conducts field verification after construction.
Does a remodel require a new Title 24 report?+
It depends on the scope. Cosmetic remodels typically don't trigger a new Title 24 report. However, remodels that affect the building envelope (insulation, windows), replace HVAC equipment, or add conditioned space generally do require compliance documentation.
